摘要
推进上海远程社会化培训是贯彻市政府提出的构建终身教育体系工程的重要组成部分之一,也是实现科教兴市、人才强国、提升上海城市功能的战略举措之一。1999年,上海电大承接了上海市教育科学院立项课题研究报告《利用远程教育手段发展上海社会化培训策略研究》,笔者拟写了分报告《上海远程社会化培训的实践和探索》,为课题提供参考。本文提取了分报告核心内容,通过客观分析上海远程社会化培训的具体特点,并针对制约上海远程社会化培训发展的因素,提出上海远程社会化培训体系构建的五个途径。
The construction of a distance learning society is one of the key components in the project 'The Development of a Lifelong Education System' which was initiated by the Shanghai city government. It is generally believed that the existence of a distance learning society is essential to the dissemination of IT knowledge and the development of human resources for Shanghai's sustainable growth. In 1999, the city government commissioned Shanghai Television University to carry out a research project on the strategies of developing a distance learning society in Shanghai, and this author was responsible for one part of the project. This paper is a simplified version of the project report and discusses the features and characteristics of such a society and suggests five possible ways for its construction. This author believes that the idea of distance education should be better established if a distance learning society is to be developed. Besides, a quality assurance system, macro-management strategies and the development of multimedia teaching and learning resources should be strengthened.
