摘要
在海洋开发和利用中 ,海洋开发主体对海洋环境产生了负的外部性 ,靠市场的力量是不能解决外部性内部化的 ,必须依靠政府进行海洋环境管理。但在政府进行海洋环境管理的过程中又会产生寻租行为 ,导致海洋环境管理的低效率。
The marine exploiters have performed bad behaviors on resources and environment and have brought about serious external cost when they exploited ocean. It's virtually impossible for market regulation to internalize external cost, and it must rely on government, but the rent seeking conducts care produced along with governmental management of environment, and that leads to decrease efficiency of environmental management. The author of this paper holds that we can check the conducts of rent seeking by institution innovation.
