摘要
区域创新网络内正式或非正式互动学习的存在 ,使网络内部各个成员的研究开发活动产生知识溢出效应。通过建立知识溢出效应模型 ,认为区域创新网络中知识溢出呈现螺旋上升态势 ;知识溢出带来区域集聚经济、规模经济形成的同时也造成区域产品雷同化和网络内部企业的竞争加剧。解决问题的有效途径是将知识溢出效应的外部性内在化 ,通过某种方式将外部收益或成本内含于某种经济关系中。内在化的过程就是使个别厂商的成本与社会成本相等的过程 ,也是通过外力对企业生产函数调整的过程。具体实施方式主要包括政府干预。
The subject's research & development of regional innovation network can produce knowledge-spilling effect because of formal or informal study.By establishing the model of knowledge-spilling effect,we think that spilling knowledge take on the tendency of spiral rising,knowledge-spilling effect can lead to gather economy and scale economy in the region.On the other hand,it also causes the identical of the regional productions and enterprise competition aggregately.It is an effective solution of solving problem that making the eternalness of knowledge-spilling effect intrinsic and containing eternal profit or cost in certain economic relation.The intrinsic course is that social cost equals to the cost individual manufacturer and it is salso a course of adjusting enterprise production function.The specific way of implementing includes government intervention,the system arrangement of property right and morals restraint.
