摘要
“三农问题”中有些问题 ,按目前的认识水平 ,是无法解决的 ;有的问题 ,受条件限制 ,很难解决。但农村资源低效利用 ,县乡政权人员膨胀、机构臃肿 ,农村金融市场 ,社会保障 ,农民进城等问题 ,必须解决 ,而且又非解决不可。破解的方法只有从打破“小农经济基础”开始 ,进行一系列制度创新 ,农业规模化经营和人口向城市转移 ,同时进行 ,农村的繁荣不是没有可能的。
Among the problems concerning Chinese rural areas,agriculture and pea sants,some are impossible to solve;some are difficult to solve;still some problems,such as inefficient use of rural resources,the personnel and departmental inflation in the government of county and town;the underdeveloped finance mar ket and the system of social welfare,must be solved;To solve those problems,we must begin with breaking the traditional economical bases,making a series of innovations,helping peasants to farm on a large scale or work in cities.
