摘要
在扩大高校办学自主权得以大力倡导的背景下,近年来各省属重点高校寻求步入"省部共建"之列的态势却愈演愈盛。此种悖谬,不仅是我国政府行政主导高校这一传统权力关系的延续,也反映了当下高校自主办学的"有名无实"与现代大学制度建设的步履维艰。高校之所以或主动或被动地游走于自主与依傍之间,其根源乃在于财权、事权、人权三类关键权力的缺位。政府镣铐的松绑与高校舞步的自如需要教育改革利益相关者的智慧共识、利益共享与行动妥协。
Over the recent years,against the background of broadening colleges and universities' autonomy,provincial key universities seek to be co-sponsored by the province and the ministry.This kind of absurd behavior not only kept the government traditional control model continuing,but also made autonomy in name and exposed the difficulties in constructing the modern university system.The reason why colleges and universities hovered between autonomy and attachment,resulted from their deficiency in financial power,routine power and personal right.The common wisdom,benefit sharing and the compromised action of the stakeholders in the reform of education were key elements to deregulate the government bonds and endow colleges and universities more autonomy.
