摘要
奶业健康发展离不开政府的政策与财政支持。然而,食品产业链包含诸多环节和不同相关利益主体。在各个主体利益诉求的重塑下,奶业补贴政策无法线性实现其食品安全和产业发展的政策目标。本文以陕西省奶业补贴政策实践为例,从政策制定、执行、监管等方面描述了中国奶业补贴政策实践与目标偏离现状,并从政策标准与实施工具的现实缺陷、中央政府与地方政府的行为逻辑偏差、政策目标与企业目标不竞合等角度分析了奶业补贴政策目标偏离的发生机制,并对如何修正奶业补贴政策的目标偏离提出了建议。
The development of dairy industry relies heavily on the support of polices and finance of the government,while,in the food industry chain,there exists many links and different interest participants.In order to respond to all kinds of appeals they make,the subsidiary policies in the dairy industry cannot directly achieve the aim of realizing the food safety and the industry development. Taking the example of the practice of the dairy subsidies in XX province,this thesis describes the practice and the goals deviationsituationfrom the point of policies formulation,implementation and regulation. Furthermore,it analyses the goals deviationmechanism of dairy subsidiary policies and makes suggestions on how to amend thegoals deviationfrom the following angles: i) policies standard and the real defects in the implementing tools,ii) the behavior logic deviation between central government and local government,iii) policies target being not agreeable with the enterprise goals.
