摘要
司法评价是一项兼具主观性与客观性的活动,为使评价结果贴合客观现实,评价活动的开展需要依托评价指标进行,评价指标以一定的逻辑结构组合即成为评价指标体系。司法体制改革评价指标体系的设置需以司法价值为依托,以司法权配置为主线,实现硬指标与软指标的结合和过程评估与效果评估的搭配。司法体制改革活动主要由价值设定、制度改革、软环境优化、效果保障四个方面构成,立足这四个要素设置价值指标、制度指标、文化指标和效果指标等一级指标和相应的二级指标,二级指标下设三级指标及相应的分值和评定事由,进而形成司法体制改革评价指标体系。
Judicial Evaluation is both subjective and objective. To keep the result in accord with the objective reality,evaluation must be carried out under the evaluation index,which can be assembled into evaluation index system on the basis of specific logical structure. It's necessary to relying on the judicial value,taking the jurisdiction allocation as the main thread,integrating hard index and soft index,blending process evaluation and results evaluation while establishing the evaluation index system of judicial reform. Judicial reform includes four areas: values setting,system reform,soft environment optimizing and effect guaranteeing.we should base on these four factors to establish value index,system index,culture index and effect index as the primary index and corresponding secondary index, third index, scores and rating cause, which thereby comprise evaluation index system of judicial reform.
