摘要
国际社会第一份《世界残疾报告》已于2011年6月正式发布。该报告秉承《残疾人权利国际公约》的精神,采用《国际功能、残疾和健康分类》作为其理论架构,分九章探讨了残疾与残疾人现状及残疾人事业发展相关政策问题。深入分析该报告内容并探讨"残疾"理念变革、模式重构、权利保障等基本问题,对促进我国残疾人事业的未来发展有积极意义和多重启示。提出了用ICF理念建构残疾人事业发展蓝图的基本思路;初步设想从六个方面(卫生保健、康复、支持与协助、无障碍环境、教育、就业)消除障碍和不平等现象以实现残疾人权利保障;以及将报告中的建议尽快转化为适合我国国情的行动策略。
The first ever World Disabled Report was issued in June,2011.In accordance with Convention on the Rights of Persons with Disabilities,adopting the theoretical framework of International Classification of Functioning,Disability and Health,the report probes into such nine fields as the present situation of the disabled,health care,rehabilitation,support and assistance,barrier-free environment,education,employment,and relevant policy suggestions.The analysis of the report reveals three pieces of enlightenment:developing disabled undertaking with ideas from ICF,eliminating barriers and removing inequality from six levels including health care,rehabilitation,support and assistance,barrier-free environment,education,employment,and converting the suggestions in the report into action strategies in China.
