摘要
系统研究森林环境资源定价理论以及创新设计具体的森林环境资源的定价方法是有重要理论与现实意义的研究课题。综合运用林业经济学、生态经济学、资源与环境经济学等多学科的基本原理,以复杂系统的综合集成研究方法为原则,采取规范分析与实证分析相结合的方法,在国内外森林环境资源价值评估理论与方法研究成果的基础上,通过系统化的研究,初步形成了一套较为完整的基于边际机会成本的森林环境资源定价的理论与方法体系。以福建省武夷山国家自然保护区的森林环境资源为研究对象,进行了基于边际机会成本的森林环境资源定价的实证研究,得到福建武夷山自然保护区单位蓄积森林环境资源的价格构成中边际生产者成本为121.65元/(a m3),边际环境成本为587.67元/(a m3),提出的计算模型有利于刺激森林环境资源利用者一方面提高效率以降低生产成本,另一方面在资源利用的过程中注意减少环境破坏,降低环境成本,从而保证资源环境的协调发展。
The systematic research on forest environmental resources pricing theory and the innovatively designed concrete forest environment resources pricing method are important theoretical and practical research topics.By combining many basic principles of multiple disciplines such as forestry economics,ecological economics,resource and environmental economics,and adopting a complex systematic integrated research method as well as normative analysis and empirical analysis method,and based on the research results of the forest environment resources value evaluation theory and methods,the systematic studies on forest resources pricing principles by means of marginal opportunity cost were carried out,and a set of relatively complete theory and method system based on marginal opportunity cost had initially formed.With the forest environmental resources of Wuyishan National Natural Reserve in Fujian province as the research object,an empirical study has been conducted.The marginal production cost of unit stock of forest environmental resource of National Natural Reserve in Fujian province was 121.65 Yuan year-1m-3;the marginal environmental cost was 587.67 Yuan year-1m-3.The calculation model given will be helpful to stimulate the forest environmental resources use in two aspects: on the one hand,and we should improve efficiency and to reduce the production cost,on the other hand,in the process of resources utilization,pay attention to reduce environmental damage,to reduce the environmental costs,so as to ensure the coordinated development of resources environment.
