在详细阐述了淮南市水资源开发利用现状及存在问题的基础上，对加强该市水资源的合理开发利用与保护提出了对策措施，为城市的规划发展提供了科学依据。
The present situation of the development and utilization of water resources are expounded in detail.Fur-ther,the existing problems and their countermeasures and treatments are presented for rational development and protec-tion of water resources,which provides a sicentific basis for city planning.
