摘要
本文根据培养跨世纪人才对体育的要求，结合我国学校体育的现状，提出了学校体育及其管理需要确立的“四全”指导思想和四大观念。
To meet the requirement of cultivating cross century talents,standing in our country's present situation, the authors put forward conceptsand guiding idiology of school physical education and its management whichshould be established solidly.
