摘要
我国人大的监督制度存在着制度不健全、监督措施不力和效果不理想的状况。要改变这种状况就应进行改革和重构，改革应遵循５个原则：１．权力授予与权力监督相统一的原则；２．系统和效率的原则；３．地位独立和利益超脱的原则；４．以外部监督为主和内部监督为辅的原则；５．程序完备和公正的原则。而重构，就应在各级人民代表大会及其常务委员会中设立监督委员会；改变审计和反贪污机构的隶属关系，即由各级人大常委会领导；
In the supervision system of the National People’Congress, there exist such defects as the imperfection of the system, ineffectiveness of the measures and inefficiency of the results. To change this condition, reform and reconstruction are necessary. There are five principles for the reform: 1. The unification of the authorization and supervision of power; 2. Systemization and efficiency; 3. The independence of its position and the surpassing of interests; 4. The exterior supervision mainly and assisted by the interior one; 5. Perfecting of its procedures and the assurance of justice. For the reconstruction, three points are noteworthy:1. Supervision committes should be established within the people’s congresses at different levels as well as their standing committees;2. The relationship of administrative subordination between auditing and anti corruption organizations should be changed, in another word, the leading role of the standing committees of the people’s congresses at different levels should be ensured; 3.The safeguard system of supervision should be perfected.
