Abstract After Asian financial crisis, the economy of Taiwan is stagnant, and the international situation is worsen as well. The China's Mainland has not only become the benefit for Taiwan's investment, but also an important guarantee for the economic development of Taiwan. Putting investment in China's Mainland has become a lure that can not be withstood. Taiwan authority is forced by different kinds of pressures in the economic society, has to relax its policies toward China's Mainland, this has paved the way for future's ' three opens ' and more direct and close economic and trade contacts. The economy and trade across the two straits will depend highly on each other The development of economic and trade contacts has surpassed the disputes of parties, political and ideology, and it can't be stopped by any means as the so-called ' Be tolerant and not annoyed' and 'limit on investment'etc.
