摘要
厘清西方公共部门过去二十年绩效评估所面临的挑战,对于中国公共部门绩效评估的有效开展有着重要的理论与实践意义。围绕西方公共部门绩效评估所面临的挑战,西方学者主要是从绩效评估的目标选择、责任划分和绩效评估对政治系统的影响展开的。既有的研究发现,西方公共部门绩效评估在目标的清晰程度、长、短期目标的权衡、绩效责任的归属以及绩效评估对政治系统的影响方面对公共部门绩效评估的开展者提出了重大的挑战。本文试图从过去二十年绩效评估发展的两个阶段和公共部门绩效评估开展的七大维度对公共部门绩效评估所面临的挑战进行全面的梳理,勾勒出近二十年西方公共部门绩效评估所面临挑战的变化。最后,本文在此基础上,结合中国公共部门绩效评估的实践,指出我国公共部门绩效评估在今后发展需要重点关注的问题。
Identifying the challenges that the western states have been confronted in public sectors during the past two decades means a lot to China's performance measurement in public sectors theoretically and practically. In terms of the challenges that the western states faced,the scholars mainly focus on the choosing of goals,the divisions of responsibilities and the effects to political system of performance measurement. The findings that have been made from the literatures shows that those matters,the clarity of goals,balances between long goals and short ones,the attributes of performance accountibilities and effects to political system,are quite big challenges. The paper seeks to figure it out what challenges in all that the western states in public sectors have been faced during the past two decades by two phases and seven dimensions of performance measurement in public sectors since the year of 2000. And finally,it points out what sort of issues that the China's governments should pay attention to when they initiate a project or a system of performance measurement through making it clear all the challenges that the western states have been confronted in the past two decades.
