摘要
考察了目前我国高新技术产业发展中的区域差异与结构失衡问题,认为存在的突出问题是:高新技术产业在技术水平和研发投入方面存在着严重的区域差异,东部和中西部地区差距悬殊,高新技术产业产出向东部地区高度集聚;高新技术产业的增加值率过低,出口中进料加工和来料加工装配贸易占绝大多数份额,此外,高新技术产业中研发投入和人才结构也不合理。政府应加大对高新技术产业自主研发的扶持力度,逐步引导高新技术产业由东部向中西部地区的梯度转移,大力推动技术创新,推动高新技术产业的科学发展。
This paper investigates the existing prominent problems in Chinese high-tech industry in the aspects of regional difference and inner structure of high-tech industry. There are a great agglomeration of the output in the east of the country and large differences in the technical level and the investment in development between the east and the middle-west regions. The high-tech industry added value rate in the country is too low. The assembling and processing trade accounts for an absolute large share in the total export. The research and development input structure and human resources structure are unreasonable. The government should reinforce the support to independent research and development in the high-tech industry, guide the gradient transfer of the high-tech industry from east to middle-west step by step, promote technical innovation, and push the development of high-tech industry sustainably.
