摘要
国有林区在我国林业发展中具有举足轻重的地位,国有林区兴旺,必然会促进我国林业健康发展,国有林区改革与发展迟滞,也必然会大大滞缓我国林业向现代林业迈进的步伐。国有林区久有沉疴,问题错综复杂,之所以如此,主因是其改革进程落后于市场经济改革的步调,这不仅严重影响国有林区的发展,还会拖我国林业整体发展的后腿。为了更加有效地促进国有林区改革,文章在对东北、内蒙古重点国有林区深入调研的基础上,重新认识国有林区的地位及现存问题,系统总结东北、内蒙古重点国有林区在探索改革方面取得的经验、有效路径,提出深化国有林区改革的战略性思考。
