摘要
提出了水利水电开发环境评价中应考虑自然生态因素和社会环境因素,并建立了考虑社会要素的水利水电开发环境影响评价指标体系。采用传统的层次分析法和基于指标序列赋权法实现对环境影响的多学科综合评价的定性分析和定量分析。定量分析中提出了指标影响度的概念,对评价指标进行相对量化,可使不同学科的指标相互比较和累加。该方法体系分别在怒江流域水电开发环境影响定性研究和张河湾抽水蓄能电站环境影响定量研究中得到应用。结果表明,该方法在水利水电开发的多学科综合影响评价中简单易行,且能够得到明确的结论。
