本文总结了近几年总量监测工作的得失,阐述了现有总量监测技术规范的局限和建立完整的污染源总量监测技术体系的意义,提出了污染物排放总量监测新的范围、对象和技术手段,论述了模块化管理体系主要内容和构成。
