摘要
高校学报在高等教育体制改革与传统的办刊机制双重挤压下,丧失了原有的学术窗口功能,总体上低水平重复建设,出现了在学术腐败中助纣为虐的现象,应有的社会价值无法实现。因此,必须进行机制改革,使学报这一最主要的学术期刊运作社会化,重构读者导向,回归社会,寻求社会价值的实现,加强专业化办刊,优化资源配置,倡导学术期刊的学术评论,打造各专业领域有影响力的品牌期刊,为学术期刊迎接出版全球化的冲击构造坚实的制度平台。
Under the dual extrusion from the reform and the traditional of higher education system publication mechanism,the journal of university has lost the original academic window function,repeated building of low level in the overall and helped a tyrant do evil in academic corruption,which caused to its social value is unable to be realized.Therefore,it is necessary to reform the current mechanism,socialize the journal which is the primary academic periodical.Meanwhile,we should reconstruct the reader guide,return it to the society,seek the realization of its social value,strengthen its specialization to manage the publication,optimize the distribution of resources,advocate the academic criticism so as to establish the well-known periodical of all fields and conform the stability platform of system to meet the challenge caused by the globalization of publication.
