摘要
本文基于人大复印资料《高等教育》(1980-2007年)的分析研究,概述了我国高等教育发展战略的理论基础,即高等教育发展与经济和社会发展的适应性理论、高等教育规模效益理论、高等教育发展的多元质量观。探讨了高等教育发展战略研究的确立依据,即在坚持党的领导下为社会主义经济服务;WTO与国际化对中国高等教育发展的挑战;社会对高等教育的需求日益增加。回顾了30年中我国高等教育发展战略中的若干研究重点:高等教育的规模扩大与大众化进程、高等教育的人才培养战略、高等学校办学自主权与办学形式多样化。可以认为我国高等教育已初步形成了能够基本适应社会主义市场经济的体制,基本明确了进一步改革和发展的方向;在经过大规模扩招以后数量与质量仍需协调发展;在人才培养方向上逐渐重视德育和个性化教育。
