摘要
随着全球科技一体化趋势的进一步来临,科研评价越来越被各国政府所重视,自20世纪60年代以来,欧美等科技发达国家先后就各自的科学机构尝试进行定量、半定量和定性相结合的综合评价,有的国家甚至把评价结果作为其R&D投入的主要依据。我国在该领域的研究起步较晚,但也逐步形成了国家、科研院校的一些评价体系,并力图制定出符合我国发展的评价理论方法。本文拟从科研评价的生命周期及国内外现状出发进行讨论,通过分析国内外科研机构评价的现状和趋势,初步探讨国立科技单元的科研评价问题。
With the impending over the scientific and technological globalization,scientific research assessment is drawing more and more attentions from the goverment of each country.Since the 1960s,occidental countries that are comparatively advanced in science and technology have made a stab at the comprehensive assessment through combination of quantitative,semi-quantitative,and qualitative methods.Some of them even take the assessment results as a major index of their national R&D investment.China started later in this realm,yet it is catching up fast by forming a variety of assessment systems at the national/institutional level.Besides,the nation is trying hard to formulate relevant theories and methods consistent with the national development.As viewed from the perspectives of the life cycle of scientific research assessment and its status quo nationally and internationally,through analysis of tendency and status quo in assessing national/international scientific research institutions,the scientific research assessment in newly-established national scientific and technological units is tended to probe into.
