摘要
在环境问题日益突出的今天,人类的生存环境却遭到了前所未有的破坏。环境污染日益严重,成为制约社会经济发展的极大障碍,甚至使社会的持续发展面临严峻挑战。在这种情况下,公民保护环境的权利意识不断增强,环境权成为世界各国普遍重视的问题。公民环境权在中国立法上的最终确立是必然的,是保护环境不可缺少的必然手段。针对我国公民环境权的立法缺陷和实现的障碍,应从立法上予以完善。
