摘要
食品安全关系到民生福祉,保障食品安全是一项复杂的系统工程,从生产到流通再到消费,每一个环节都应严把质量关.以大数据作为时代背景,将互联网、计算机技术融入到食品安全监管中,进而建立出智能化、现代化的食品安全监管模式,是未来食品行业监督管理工作发展的主要方向.基于此,本文对大数据技术在食品安全监管中的应用进行了分析研究.目前我国大数据技术在食品安全追溯、食品安全风险预警、食品安全人才培养等方面都开展了较多研究,部分研究已经应用到实际监管过程,并取得了一定的成效,但仍存在共性问题,如各部门、各阶段数据独立不共享,监管人员监管思想落后,全社会参与智慧监管程度低等一系列问题.针对存在问题本文从顶层方案设计、监管观念更新、监管共治氛围营造3个方面进行讨论,以期将大数据在食品监管中全方位应用,降低监管人员劳动强度,实现我国食品安全治理的智慧化、现代化转型.
Food safety is related to people’s livelihood and well-being,ensuring food safety is a complex system engineering,from production to circulation to consumption,every link should be strictly controlled quality.Taking big data as the background of the times,integrating the internet and computer technology into food safety supervision,and then establishing an intelligent and modem food safety supervision model is the main direction of the future development of food industry supervision and management.Based on this,this paper analyzed and studied the application of big data technology in food safety supervision.At present,China’s big data technology has carried out more research in food safety traceability,food safety risk early warning,food safety personnel training,etc.,and some of the research has been applied to the actual supervision process and achieved certain results,but there are still common problems,such as independent and non-sharing of data in various departments and stages,backward supervision thinking of supervisors,and low degree of participation in smart supervision by the whole society.In view of the existing problems,this paper discussed the top-level scheme design,regulatory concept update,and regulatory co-governance atmosphere creation,in order to comprehensively apply big data in food supervision,reduce the labor intensity of supervisors,and realize the intelligent and modem transformation of China’s food safety governance.
