摘要
采用环境政策评估的一般模式,对我国点源水污染物排放控制政策进行了评估。结果表明:尚无明确证据表明水体污染状况得到改善、点源污染排放得到有效控制并实现连续达标排放。分析其主要原因:政策目标体系不明确,未能体现保障人体健康和水生态安全;水体保护目标含糊不清,缺乏管理意义;水污染物排放总量减排与水环境质量改善缺乏响应关系;连续达标排放缺乏达标判据。现行水环境管理体制没有考虑到环境外部性对环境管理的要求,导致外部性无法得到有效的内部化。现行点源水污染排放控制政策缺乏系统设计,执行成本较高。
According to the general model of environmental policy evaluation,we preliminarily evaluated point source emission control policy.The results showed that no clear evidence manifest water pollution situation had been improved,point source had been controlled and achieved continuous standard discharge.There were several main reasons showing as follows:The policy objective system was not specific and could not reflect the goal of ensuring the safety of human health and water ecology;the water protection objective was not clear and lack of managerial significance;there was a lack of response relationship between the total emission reduction and the improvement of water environment quality;continuous standard discharge lacked standard criterion.The current water environment management system did not take into account the environmental management requirements of externality,caused the externality not be effectively internalized.The current point source water pollution emission control policy was lack of system design and the implementation cost was high.
