内蒙古西部农业企业绿色发展测度与制约因素分析被引量：7

摘要农业企业绿色发展是全面推进乡村振兴战略和加快建设农业强国的重要途径。基于2015-2021年内蒙古西部实地调查数据与官方资料,应用熵值法和模糊综合评价法,从经济发展、资源利用、生态治理、风险控制4个子系统层和24个指标层,构建内蒙古西部农业企业绿色发展评价指标体系,对农业企业绿色发展水平进行测度,并引入障碍度模型进行制约因素识别。结果表明:1)2015-2021年内蒙古西部农业企业绿色发展综合水平呈逐渐上升趋势,但在2020年明显回落。2)总体上看,内蒙古西部农业企业绿色发展水平地区差异较大,鄂尔多斯地区绿色发展综合水平较高,阿拉善地区综合水平较低。3)农业人均GDP、单位耕地面积农药和化肥使用量、农业固定资产投入额、农产品市场价格变化幅度是制约其发展的主要因素。因此,研究地区应以经济发展和风险控制为核心,制定差异化区域发展战略的同时加强区域间联系,发挥鄂尔多斯地区辐射效应,从而促进农业企业绿色协调发展。 The green development of agricultural enterprises is an important way to comprehensively promote the rural revitalization strategy and accelerate the construction of an agricultural powerful country.Based on the field survey data and official data of western Inner Mongolia from 2015 to 2021,entropy method and fuzzy comprehensive evaluation method were applied to construct the green development evaluation index system for agricultural enterprises in western Inner Mongolia from the four sub-system layers of economic development,resource utilization,ecological governance and risk control and 24 indicator layers,so as to measure the green development level of agricultural enterprises.The obstacle degree model was introduced to identify the restriction factors.The results showed that:1)The comprehensive level of green development of agricultural enterprises in western Inner Mongolia increased gradually from 2015 to 2021,but dropped significantly in 2020.2)Generally,the green development level of agricultural enterprises in western Inner Mongolia varies greatly among regions.The comprehensive level of green development in Ordos region is higher than that in Alxa region.3)Agricultural GDP per capita,the pesticides and fertilizers applied in cultivated land per unit,the agricultural fixed assets input and the range of market prices of agricultural products are the main factors restricting its development.Therefore,for the research areas,it should take economic development and risk control as the core,formulate differentiated regional development strategies,strengthen inter-regional contacts,give play to the radiation effect of Ordos,to promote the green and coordinated development of agricultural enterprises.
