摘要
农民工权益维护行为的选择一直受到政府和学术界关注,但农民工不同权益维护方式对自身福利的影响却鲜有学者研究,哪种权益维护方式才是农民工最优的策略选择?基于2015年佛山市微观调查数据,综合运用基准回归模型和缓解内生性问题的处理效应模型研究农民工选择不同的权益维护方式对自身工资、社会保险获取和工作自由度的影响。研究发现:与体制外权益维护方式和放弃维权两种权益维护方式相比,体制内权益维护方式显著提高了农民工的工资水平、社会保险获取率和工作自主权,这说明在维护农民工劳动权益方面,体制内权益维护方式是农民工的最优策略选择。而体制外权益维护方式在工资水平和工作自主权方面在三种权益维护方式中的权益维护结果最差,在社会保险获取率方面与放弃维权无显著差异,这说明体制外权益维护方式在维护农民工权益方面是最差的策略选择。对体制内权益维护结果的满意度以及对其有效性的担忧是农民工不选择体制内权益维护方式的可能原因。
The choice of protecting the rights and interests of migrant workers has always been concerned by the government and academia.However,few scholars have studied the impact of different ways of protecting the rights and interests of migrant workers on their own welfare.Which way of protecting the rights and interests is the best strategic choice for migrant workers?Based on the micro-survey data of Foshan City in 2015,this paper comprehensively uses the regression model and the treatment effect model to mitigate endogenous problems to study the impact of migrant workers'choice of different rights and interests maintenance methods on their own wages,social insurance access and work freedom.The study found that:compared with the two ways of protecting the rights and interests outside the system and giving up protecting the rights and interests,the way of protecting the rights and interests inside the system significantly improves the wages of migrant workers,the rate of obtaining social insurance and the right to work autonomy,which indicates that the way of protecting the rights and interests inside the system is the best strategic choice for migrant workers in protecting their labor rights and interests.However,the way of protecting the rights outside the system has the worst result among the three ways of protecting the rights in terms of salary level and work autonomy,and there is no significant difference between the way of obtaining social insurance and the way of giving up rights protection,which indicates that the way of protecting the rights outside the system is the worst strategic choice in protecting the rights and interests of migrant workers.It is possible that migrant workers do not choose the way to safeguard their rights and interests within the system because they are satisfied with the results and worried about their effectiveness.
