摘要
党内法规概念是支撑党内法规制度建设乃至党内法规研究和党内法规学科发展的基础性范畴,科学把握这一概念是深入推进党内法规制度建设、强化党内法规研究和推进党内法规学科建设的客观需要。然而目前该概念在《中国共产党党内法规制定条例》中的文本表述还存在明显缺陷,不利于人们正确理解并科学把握党内法规。党内法规概念在《中国共产党党内法规制定条例》中的文本表述应当明确内涵与外延。
The concept of inner-Party laws and regulations is a basic category that supports the construction of inner-Party laws and regulations and even the research and disciplinary development of inner-Party laws and regulations.A scientific grasp of this concept is an objective need to further promote the construction of inner-Party laws and regulations,strengthen the research of inner-Party laws and regulations,and advance the disciplinary construction of inner-Party laws and regulations.However,the current textual expression of this concept in the Regulations on the Formulation of Inner-Party Laws and Regulations of CPC still has obvious flaws,which is not conducive to people’s correct understanding and scientific grasp of inner-Party laws and regulations.The textual expression in the Regulations on the Formulation of Inner-Party Laws and Regulations of CPC should clarify the connotation and extension of the concept of inner-Party laws and regulations.
