摘要
在政府购买服务中,政府对社会组织的资助偏好究竟存在路径依赖还是路径创造,抑或是二者共存?本文利用2018~2020年深圳市F区政府购买服务数据,采用混合效应回归、分组回归及调节效应分析方法进行实证分析。研究结果表明:(1)社会组织与政府间合作经历与其获得的政府资助呈正相关关系,体现为政府对有过多次合作经历的社会组织产生路径依赖效应;(2)与设想情况相反,社会组织的成立年限与其获得的政府资助呈负相关关系,政府倾向于扶持专业能力较强的成立年限较短的社会组织;(3)社会组织专业化水平负向调节合作经历对政府购买服务资助偏好的影响,即社会组织专业化建设有助于其获取更多资源,减少对政府财政资助的路径依赖。
Based on the data of government procurement of services in 2018~2020,this study uses the data of government purchase of services by the government of Shenzhen F,and uses mixed effect regression,group regression and moderating effect analysis methods to conduct an empirical analysis.The results show that:(1)There is a positive correlation between the establishment time of social organizations and the government's cooperation experience and the government purchase of service funding,which is reflected in the path-dependent effect of the government on social organizations with multiple cooperation experiences;(2)Contrary to the assumption,there is a negative correlation between the establishment time of social organizations and the government purchase of service subsidies,and the government tends to support young organizations with strong professional ability;(3)The positive impact of social organization specialization on the government's preference for service procurement funding is negatively moderated,that is,the professional construction of social organizations is conducive to obtaining more resources and reducing the path dependence on government financial support.
