摘要
在大信访格局下,信访工作的有效性问题更加受到重视。而随着我国创新社会治理、推进信访工作的规范化与法治化进程,在信访工作中多种新方法的运用成为理论和实践探索的新领域。本文通过在重庆市涪陵区信访工作体系内部的实地考察,以及对上海市政府购买信访社会工作项目的分析,探讨社会工作介入信访的路径。研究发现,社会工作介入信访,要关注信访问题的源头和土壤,沿着"斡旋"、"渗透"与"整合"三条路径开展信访社会工作。具体是:通过信访之外的事件敲开案主的心门;通过斡旋,开展联席会议,为政府与信访者搭建桥梁,寻找平衡点;运用个案、小组、社区的工作方法,以赋权为中心,将社会工作的理念渗透到信访者的个人、家庭及社区;以信访者为中心,通过链接和扩展,整合信访者的正式与非正式支持系统的资源。
At present,the effectiveness of the complainants more important.With the development of China’s innovation and social governance,the standardization of the petition work and the advancement of the legalization process,the application of many new methods in the petition work has become a new field of theoretical and practical exploration.In this paper,the author discusses the way of social work intervention through the on-site investigation of the petition system in fuling district,Chongqing,and the analysis of the Shanghai municipal government’s purchase of the social work item.The study finds that social work intervenes in petitioners,and need pays attention to the"source and soil"of petition,and carries out the social work for petitioners along the three paths of"Socialization","infiltration"and"integration".Specifically:by the events which is outside the petition to knock the door of the main body;through mediation,build bridges for the Government and the petitioners with interview;looking for a balance;do cases,groups,community work to penetrate the concept of social work to petitioners,families and communities;as petitioners as the center,through the link and expansion to integrate the official and informal support resources for petitioners.
