摘要
TOD被众多规划决策人员视为解决大城市供需问题的重要抓手,并以此为规划依据进行城市发展策略研究。但在本土化的应用实践中,TOD对空间引导、价值取向、技术变革、规划范式方面的作用影响需要进一步明晰。以北京市为例,通过复杂网络特征测度识别市域区划层次下城市中心体系和轨道交通的空间耦合状态,指明双系统现存规划建设问题,提出双系统在TOD模式下的多维度耦合策略,旨在培养TOD向城市发展政策转型,推进城市健康可持续发展。
In recent years,transit oriented development of TOD(transit-oriented development)has been regarded by many decision-makers as an important basis for solving the problem of supply and demand in large cities,and it is being taken as the planning basis for the research on urban development strategies.However,in applying TOD locally,the impact of TOD on space guidance,value orientation,technological change,and planning paradigm needs to be further clarified.In this study,Beijing is taken as an example,and the spatial coupling state between the urban central system and rail transit at the level of urban zoning is identified by measuring complex network features.The existing planning and construction problems of the dual system are reported,and a multi-dimensional coupling strategy for the dual system under the TOD mode is proposed.This facilitates the transformation of TOD to urban development policy and promotes the healthy and sustainable development of the city.
