摘要
突发事件应急处置效果评估应考虑社会公众的"客观性"需求,基于大数据舆情指数的食品安全突发事件应急处置评估指标体系既注重数据的客观性,又具有角度的客观性,它是从公众角度来评估活动,直接反映民意。根据食品安全突发事件处置的规律和特点,构建基于传播力、影响力、评价度三个一级指标的食品安全突发事件大数据舆情指数指标体系,在此基础上依据突发事件舆情处置的"时、效、度",建立以回应时间、回落速度与持续时间为考核指标的处置效果评价体系,并将其应用于郴州"大头娃娃"事件的处置效果评估。结果表明,基于大数据舆情指数的处置效果评估体系显著提高了突发事件应急处置效果量化评估的便捷性、系统性、客观性和科学性。
The evaluation of emergency response will consider the demand of objectivity from the social public.The indicator system for food safety emergency response based on public opinion big data index enjoys the objectivity of both data and point of view,just because of the evaluation from the aspect of the public which reflects the public opinion directly.According to the pattern and characteristics of food safety emergency response,we designed a big data indicator system of food safetybased on three primary indices of SPI(Spread of power index),IFI(Influence index)and POEI(Public opinion evaluation index).On this basis,emergency public opinions are dealt with“Time,effectiveness,and degree”established a disposal effect evaluation system that takes response time,fall speed and duration as evaluation indicators,and applied it to the evaluation of the disposal effect of the“big head doll”incident in Chenzhou.The results show that the disposal effect evaluation system given the big data public opinion index can Significantly improve the convenience,systematicness,objectivity and scientificity of the quantitative evaluation of the emergency response effect of emergencies.
