协同监管背景下消防安全信用监管策略研究——基于演化博弈视角

摘要消防安全信用监管作为新时代消防安全监管体系的重要组成,是贯穿消防安全全生命周期,衔接事前、事中、事后全监管环节的创新治理举措。为明晰消防监管部门与社会单位在消防安全信用监管中的互动与博弈关系,基于演化博弈理论构建了消防安全信用监管博弈模型。在消防监管部门与相关行业部门协同配合、引导社会公众参与消防安全监管的背景下,探析了消防安全信用监管中消防监管部门与社会单位策略选择的稳定性。考虑到消防安全信用监管中的不确定性,构建了受到随机干扰的消防安全信用监管随机演化博弈系统,并应用仿真分析厘清了博弈主体策略选择的影响因素。研究表明:加大消防安全监管执行力度与消防安全信用监管投入力度有利于形成消防监管部门严格履职与社会单位积极投入的社会消防安全管理格局。完善优化消防安全信用监管协同机制、建立社会共治的消防监管体系是提升消防安全信用监管效率、破解消防安全监管难题的有力支撑。为规避消防监管部门不严格履职的现象发生,应加强对消防安全信用监管实施的督导检查。 As an important component of the fire safety supervision system in the new era,fire safety credit supervision is an innovative governance measure that runs through the whole life cycle of fire safety and connects the whole supervision links before,during and after the fire safety.In order to clarify the interaction and game relationship between fire supervision departments and social units in fire safety credit supervision,a game model of fire safety credit supervision was constructed based on the evolutionary game theory.In the context of the coordination of the fire supervision department and relevant industry departments and guiding the public to participate in fire safety supervision,the stability of the strategy choice between the fire supervision department and social units in the fire safety credit supervision was explored.Considering the uncertainty of fire safety credit regulation,a stochastic evolutionary game model of fire safety credit regulation based on random interference is constructed,and the influencing factors of the strategy selection of the game subjects are clarified by simulation analysis.Research showed that strengthening the implementation of fire safety supervision and the investment in fire safety credit supervision is conducive to the formation of a social fire safety management pattern in which the fire supervision department strictly performs its duties and the social units actively invest.Improving and optimizing the coordination mechanism of fire safety credit supervision and establishing a fire supervision system for social co-governance is a powerful support for improving the efficiency of fire safety credit supervision and cracking the problem of fire supervision.In order to avoid the phenomenon that the fire supervision department does not strictly perform their duties,the supervision and inspection of the implementation of fire safety credit supervision should be strengthened.
