摘要
云南省大力推广应用“以油促游、以游带油”的农旅结合发展模式、充分挖掘油菜“菜薹食用、农旅结合、蜂产业、青贮饲料”等多重功能,形成了特色鲜明的云南高原油菜产业。综述了云南油菜产业构建多级联动支撑体系、产学研合作促进科技成果应用、解决了轻简高效生产中的一批关键技术难题、培养了一支研发队伍和一批基层技术人才、打造罗平县“花用+蜜用+油用”农旅结合和腾冲市“花用+油用+菜用+蜜用”综合利用等示范典型,进而形成一批区域产业发展集群的做法和经验,分析了乡村振兴产业发展工作中普遍存在的科技投入、标准化生产经营、全链服务等问题和不足,提出了重视顶层设计,从品种技术上强化科技支撑,集聚社会资源推进油菜产业化经营,促进一二三产业融合,挖掘油菜多功能综合利用价值融入乡村振兴战略等对策与建议,以期为油菜多功能开发利用的深入研究和进一步发展提供参考,有效促进油菜产业的发展和乡村振兴建设。
The tourism-agriculture-development model of“rape cultivation facilitate tourism and tourism promote rape cultivation”has been promoting and popularizing in Yunnan province.With this mode,the multiple functions of rape,such as eating flowering stalk,tourism,bee industry,silage are fully developed and practiced,which form and facilitate the development of distinctive plateau agriculture in Yunan.In this paper,we review the advance of rapeseed industry promoted by constructing multilevel-linkage-supporting system in Yunnan.Using this system,the application of scientific research was accelerated by cooperation among businesses,university and institute,a batch of key technical problems was solved about efficient cultivation,and a R&D team and a group of talent working at the front line had been trained.In the process of rape-industry development,Luoping county’flower+honey+oil’combination of agriculture and tourism and Tengchong city‘flower+oil+vegetable+honey’comprehensive utilization model were built,and the good method and experience was summed up.We also summary the weakness and problems on industry development of rural revitalization,such as less investment in science and technology,lack of standardized production and insufficiency of service for whole industry chain and propose some countermeasures for these problems,such as emphasizing top-level design,strengthening the supporting function of science and technology for rape breeding,promoting industrialization of rape economy using social resources,coordinating the development of primary,secondary and tertiary industry and extending function and application of rape industry.This research would offer valuable information for rape-industry development and rural revitalization.It is expected to provide reference for the in-depth study and further development of multi-functional development and utilization of rapeseed,and effectively promote the development of rapeseed industry and rural revitalization and construction.
