天空地一体化河湖四乱问题监测平台研究 被引量:4

The Monitoring and Supervision Platform of the Four Chaos Problems in Rivers and Lakes with the Integration of Space and Ground

摘要 论文根据河湖“乱采、乱建、乱堆、乱占”问题的典型特征,在制定不同河湖四乱问题遥感影像解译标志的基础上,利用天基卫星平台、空间无人机平台和地面调查相结合的技术手段,构建了天空地一体化监测平台。通过天空地一体化对河湖的监测能及时准确地发现四乱问题,客观掌握不同河湖四乱问题现状以及动态变化趋势,为省市县协同多级联动开展河湖四乱治理工作、河湖水资源环境保护与开发利用提供了科学的决策依据。 Combining the typical characteristics of different rivers and lakes,such as“disorderly mining,random construction,random piles,and random occupation”,this paper formulates remote sensing image interpretation signs for different rivers and lakes,and uses space-based satellite platforms,space UAV platform and ground investigation to build a set of monitoring technical processes and supervision mechanisms for the coordination of the sky and the ground.It helps discover and manage the four chaos problems in rivers and lakes timely and accurately,and objectively grasp the current situation and dynamic trends of the four chaos problems in different rivers and lakes,and provide a scientific decision-making basis for the coordinated multi-level linkage of provinces,cities and counties to carry out the governance of rivers and lakes,as well as the environmental protection and development and utilization of water resources.
