摘要
地震、洪涝、泥石流等自然灾害破坏力强,基础通信与电力等设施破坏后难以快速修复,给应急救援造成了极大困难。对飞艇、浮空器和扁圆形、流线形、混合形等三类典型系留气球研发进行归纳总结,提出了应急指挥高空舱相关概念及研发方向。应急指挥高空舱是基于系留气球、飞艇、浮空器等高空平台提出的新型应急救援装备,可灵活搭载各类设备实现实时传输或辅助灾害现场应急救援。应急指挥高空舱主要由空中平台系统、系留缆绳系统、地面系统等三个子系统组成,具有工作时间长、通信覆盖范围大、机动部署能力强、载荷能力强、使用成本低、生存能力强的特点,是极具发展潜力的应急救援装备。
Natural disasters such as earthquakes,floods,mudslides,and other natural disasters have a strong destructive force,it is difficult to repair quickly after the basic communication and power facilities are damaged,which has caused great difficulties in emergency rescue.This paper summarizes the development of airships,aerostats,and three types of typically tethered balloons(the oblate,the streamline,and the hybrid),proposed relevant concepts and development direction of the high-altitude platform for emergency command.The high-altitude platform for emergency command is a new type of emergency rescue equipment based on high-altitude platforms such as tethered balloons,airships,and aerostats,which can be flexibly equipped with various types of equipment to achieve real-time transmission or assist emergency rescue at disaster sites.The high-altitude platform is mainly composed of three subsystems:the air platform system,the tether system,and the ground system,it has the characteristics of long working time,large communication coverage,strong maneuverability,strong load capacity,low cost of use,strong survivability,is an emergency rescue equipment with great development potential.
