摘要 针对强降雨引起的城市内涝等问题,通过深入分析研究江苏省城水文特征与城暴雨积涝致灾机理与致灾过程,构建GIS技术结合城雨洪模型(swmm)的城暴雨积涝模拟分析模型;基于暴雨积涝模拟分析模型实现气象观测数据、基础地理信息数据、河网水位监测数据、城排水管网数据的耦合分析计算,设计了江苏城市内涝预警系统,实现江苏省城暴雨积涝的积水风险空间分布的实时动态监测预警与预测预报。该系统内涝预报精度达到国内领先水平。 In view of the problem of urban flooding caused by heavy rainfall,this paper made an in-depth analysis to the hydrological characteristics,the disaster-causing mechanism and process of urban stormwater accumulation of Jiangsu Province.On the basis of the above research,this paper proposed PCSWMM based on the combination of GIS technology and Storm Water Management Model(SWMM).With the PCSWMM,the coupled analysis and calculation of different types of data including meteorological observation data,basic geographic information data,river network water level monitoring data and urban drainage pipe network data could be finished.Moreover,this paper presented Jiangsu urban internal flood warning system based on PCSWMM,which could achieve real-time dynamic monitoring,early warning and forecasting of spatial distribution of accumulated water risks for the rainstorm in Jiangsu Province.The prediction precision of waterlogging in this system reaches the domestic leading level.
