摘要
2008年以来,智慧城市概念在世界范围内得到了比较多的关注。伴随着热点概念的逐年更替,智慧城市在中国的发展始终保持着极高的热度。概念持续迭代虽然不断回应了当期问题,却并没有改变认识上的各种矛盾。文章提出过去的智慧城市背后有4个隐含假设,即城市属于政府事务、数据可能完整汇聚、运行能够全面控制、资源可以无限供给。4个假设严重脱离实际。要建设好未来的智慧城市就必须重新认识智慧城市,以战略设计为引领,以多元化和模块化的信息系统架构替代原有的中心化架构,并建构恰当的规则以激发全社会共同构建智慧城市。
The concept of smart cities has attracted worldwide attention since 2008.No matter what the hot topics change year by year,smart cities in China have received a high degree of concern.Although the continuous iteration of the concept constantly responds to the problems,it does not change the various contradictions in understanding smart cities.This paper reveals that there are four implicit assumption behind smart cities in the past:the city affairs are government affairs,the data may be completely gathered,the operation can be fully controlled,and the resources can be supplied infinitely,which are seriously divorced from reality.In order to create better future smart cities,we must redefine smart cities,take strategic design as the guide,replace the original centralized architecture with diversified and modular information system architecture,and develop appropriate rules to inspire the whole society to participate in the process of smart cities innovation.
