摘要
“双减”政策实施一年多以来,校外培训市场乱象得到有效治理,然而新的隐匿变异培训现象也不断出现,冲击了政策的严肃性与治理效果。本研究以北京市海淀区的培训机构治理政策文本与工作动态为研究对象,借助于UCINET软件对其协作治理实践进行社会网络分析。结果显示北京市海淀区已形成由多元主体组成的高密度、跨层级、跨部门协作网络,在属地管理责任下区教委与街道办成为网络核心部门,工商、公安、消防、民政等部门不同程度参与合作。政府应在完善多元协作机制的基础上,充分利用现有机制与资源,加强与第三方机构合作,发挥群防群治作用,提升治理效率。
Since the implementation of the"double alleviation"policy more than a year ago,the chaos in the off-campus tutoring market has been effectively managed,but new hidden variations of the tutoring phenomenon also continue to emerge,impacting the seriousness of the policy and the effectiveness of governance.A Social Network Analysis(SNA)of the governance texts in Beijing's Haidian District was conducted with UCINET software to analyze their collaborative governance practices.The results show that Beijing has formed a high-density,cross-level and cross-departmental collaboration network consisting of multiple actors,with the District Education Committee and street offices becoming the core departments of the network under the responsibility of territorial management,and the departments of market regulation,public security,fire-fighting and civil affairs participating in cooperation to varying degrees.The government should make full use of existing mechanisms and resources on the basis of improving the multi-faceted collaborative mechanism,strengthen cooperation with third-party organizations,bring into the monitoring role of the public and enhance the efficiency of governance.
