摘要
石油化工罐区存储介质多为有毒、可燃介质,危险化学品品种相对密集,易成为重大危险源。为全面安全监控石化罐区,设置安全仪表系统是保障石化罐区安全性的有效措施。重点讨论石化罐区安全仪表系统的设计及SIL验证环节,以丙烯罐区为例,提出石化罐区安全仪表系统设计方案,并利用中国石化风险评估管理评估平台PHAMS进行SIL验证,针对不满足目标SIL的安全仪表功能回路进行敏感性分析,提出改进优化方案,进而提出罐区安全仪表系统设计要求,为新建和改造罐区的安全仪表系统设计和管理要求提供借鉴,切实提升罐区的安全稳定运行水平。
The storage medium in the petrochemical tank farm is mostly toxic and combustible,and the varieties of dangerous chemicals are relatively dense,which is easy to become major hazard sources.To comprehensively monitor the safety of the petrochemical tank farm,the safety instrumented system setting is an effective measure to ensure the safety of the petrochemical tank farm.The safety instrumented system design and SIL verification of petrochemical tank farm is stressed.Taking the propylene tank farm as an example,design scheme for safety instrumented system of petrochemical tank farm is proposed,and SIL verification is conducted with application of the Sinopec risk assessment management assessment platform PHAMS.Sensitivity analysis for safety instrumented functional loops which does not meet the target SIL is carried out,and the improvement and optimization scheme are proposed.The design requirements of the safety instrumented system of the tank farm are put forward,which provides a reference for the design and management requirements of the safety instrumented system of the newly built and modified tank farm.The safe and stable operation of the tank farm are effectively improved.
