摘要
乡村文化振兴是乡村振兴战略的基础工程。文化兴则乡村兴,乡村兴则县域安。一方面,文化发生作用是潜移默化的,效果是浸润隐现的,发展是长期的,建设不是一蹴而就的。因此,必须高度重视乡村文化振兴的复杂程度。乡村文化振兴是一个系统工程,既要做好顶层设计,又要考虑中国乡村幅员辽阔,各地发展不平衡的现状,尊重农民的首创精神,允许基层探索多样化的振兴路子。另一方面,乡村文化振兴并不是一蹴而就的,而是一个长期性工程,根据党的十九大部署的国家现代化两个阶段安排,做到规划先行,分步实施。如何实施乡村文化振兴,乡村文化振兴的路径何在?我们应在策略、机制、行动、政策等方面体现改革创新。
Rural cultural revitalization is the basic project of the strategy of rural revitalization.Cultural prosperity means rural prosperity,while rural prosperity means the county security. The function that culture has played is subtle,its effect is invisible,its development is long-term,and its construction is not completed overnight. Therefore,we must attach great importance to the complexity of rural cultural revitalization since it is a systematic project. We should not only make a good top-level design,but also respect the pioneering spirit of farmers,and allow the grass-roots to explore a diversified way of revitalization,taking into consideration of the vast rural areas and the uneven development of regions in China. On the other hand,rural cultural revitalization is a long-term project,not a short-term one. According to the two stages of national modernization arranged by the 19 th communist party of China National congress,the plan of rural cultural revitalization should be made in advance and then carried out step by step. In order to answer"how to implement rural cultural revitalization and what are the approaches to it",we should carry on reform and innovation in such aspects as strategy,mechanism,action and policy.
