摘要
我国社区的功能定位是基层自治组织,同时被赋予了基层政府行政职能的延伸,服务于社区居民。在社区文化治理中,如何正确处理国家的法律和规章制度与上级政府项目激励机制的关系,如何正确处理社区居民闲暇性的日常生活文化与引领性的社会主义先进文化的关系,这是社区文化发展亟待解决的核心问题,考验着我们的政治智慧。只有坚持辩证思维,“执其两端而用其中”,坚持系统观念,做到互动与平衡,而不是把两者对立与割裂开来,才能回归社区文化治理的本来。这就要求强化系统观念与工作统筹,促进社区文化自治与公共文化服务相统一;发挥社区党建示范引领作用,加强党对社区文化治理的领导权;扩大社会组织有效参与治理的渠道与机会,在服务社会中增强社会组织的治理能力;界定权力和行为边界,赋予社区文化治理自主行动能力。
The function of the China's community is orientated towards the grassroots self-governing organization,and it is also endowed with the extension of the administrative functions of the grassroots government to serve the residents.How to correctly handle the relationship between national laws and regulations and the project incentive mechanism of higher-level government,and how to correctly handle the relationship between the leisurely daily life culture of community residents and the leading socialist advanced culture,are the core problems to be solved in the development of community culture and its governance,which is to test our political wisdom.Only by adhering to dialectical thinking,“holding both ends and using the middle”,adhering to the concept of system,achieving interaction and balance,rather than seeing the two as opposition and separation,can we return to the origin of community cultural governance.We must strengthen the systematic concepts and the work coordination so as to promote the unification of community cultural autonomy and public cultural services;we must give play to the leading demonstration role of Party building and strengthen the Party's leadership over community cultural governance;we must expand channels and opportunities for social organizations to effectively participate in governance,and strengthen the governance capacity of social organizations in serving the society;we must define the boundaries of power and behavior,and endow the community with the ability to act autonomously in cultural governance.
