摘要区域环境治理属于典型的“跨界”问题,但是在“行政区行政”模式下,仅靠某一个地方政府无法实现有效治理。在长三角区域水环境治理中存在着“意愿弱,效能低”的现象,而中央的纵向嵌入则推动了长三角区域地方政府间的合作,促进了流域环境治理效能的提升。首先,在压力型体制背景下,中央通过强化环保观念和实施战略规划来推动地方政府间开展合作。其次,中央通过机构设置使统一管理机构合法化,不仅有效杜绝了流域内地方政府的碎片化治理方式,而且为地方政府间的协同合作提供了沟通平台。最后,中央通过不断完善约束机制与激励补偿机制来缓解地方政府间的利益冲突,从而保障地方政府合作治理流域环境。研究表明,合理把握纵向嵌入的方式、时机与程度,是推动地方政府合作治理跨行政区环境的关键。 Regional environmental governance is a typical cross-border problem,but under the administration model based on administrative district,a single local government cannot effectively govern it.There is a phenomenon of“weak willingness and low efficiency”in the water environmental governance in the Yangtze River Delta region,and the vertical embeddedness of the central government has promoted the cooperation between local governments in the Yangtze River Delta region and improved the efficiency of water environmental governance.Firstly,under the background of authoritative system,the central government promotes cooperation among local governments by strengthening the concept of environmental protection and setting up strategic planning.Secondly,in addition to the direct goal setting,the central government has also effectively prevented the fragmentation of governance among local governments in the river basin through institutional setting(legalization of unified management institutions),which also provides the premise and bridge for the cooperation among local governments.Finally,the central government alleviates the conflict of interest between local governments,through the continuous improvement of the constraint and incentive compensation mechanism,in order to ensure the cooperation between local governments in the governance of basin environmental problems.The research shows that the key to promoting the local collaborative governance of cross administrative region environmental problems is to grasp the reasonable vertical embedding mode,time and degree.
