摘要
运输成本是煤炭行业总体成本重要组成部分,研究我国煤炭运输成本降低潜力对于煤炭行业高质量发展至关重要。阐述了我国煤炭运输的基本特点,分析了煤炭运输成本构成及影响因素,以“三西”地区为例得出我国煤炭运输成本降低潜力,提出了推动煤炭“公转铁”政策落实、完善煤炭铁路直达运输通道、提升煤炭运输管理水平等政策建议。
Transportation cost is an important part of the overall cost of the coal industry.Researching the potential for reducing China’s coal transportation cost is crucial to the high-quality development of the coal industry.This paper expounds the basic characteristics of China’s coal transportation,analyzes the composition and influencing factors of coal transportation costs,and draws the potential for reducing China’s coal transportation costs by taking the“Three West”regions as an example,and proposes to promote the implementation and improvement of the coal“road to railway”policy.Policy suggestions on direct coal railway transportation channels and improving coal transportation management level.
