摘要
【目的/意义】为在线健康信息质量治理提供新思路,构建适应于网络环境和用户参与的在线健康信息质量治理体系,探索群体参与视角下在线健康信息质量存在的问题,提出更具针对性的治理策略。【方法/过程】利用群体动力学理论,构建由用户、健康信息资源和环境三要素组成的群体动力系统,分析群体动力系统的作用机制,从用户行为失范、信息资源失序、信息环境失调三个方面探讨系统失衡的原因,并从系统优化角度提出在线健康信息质量治理的策略。【结果/结论】通过增强用户个体自治和群体共治能力、整合健康信息资源、加大在线健康信息流转环节的治理力度以及优化政策、法律、技术、文化环境等策略,促进在线健康信息质量治理目标的实现。【创新/局限】从群体动力视角,在理论层面探讨在线健康信息质量存在的问题及治理策略,后续会进一步从实证角度展开研究。
【Purpose/significance】To provide new ideas for online health information quality governance, construct online health information quality governance system that adapts to the network environment and user participation, explore the problems of online health information quality from the perspective of group participation, and put forward more targeted governance strategies.【Method/process】Using group dynamics theory, this paper builds a group dynamic system which is composed of users, health information resources and environment, analyzes the operating mechanism of group dynamic system, discusses the causes of system imbalance from three aspects: user behavior anomie, information resource disorder and information environment imbalance, and puts forward the governance strategies of online health information quality from the perspective of system optimization.【Result/conclusion】The aim of online health information quality governance can be achieved by enhancing users’ individual autonomy and group governance, integrating health information resources, strengthening the governance of online health information circulation, and optimizing policies, laws, technologies and cultural environment.【Innovation/limitation】From perspective of group dynamics, this paper discusses the problems and governance strategies of online health information quality at the theoretical level, and further studies will be carried out from the empirical perspective.
