摘要
社区环境问题是转型社区治理的重要内容,而转型社区的特质决定了社区环境治理不能简单依靠市场化或行政化手段。转型社区环境治理应该充分发挥其优势,激活生活共同体中的社会资本,发挥社会资本整合资源的优势。然而,根植于乡村社会的集体观念、行政主导的社区建制养成的依赖政府的惯性思维以及基于理性计算而习得的狭隘功利主义的生活逻辑,这三大因素致使社会资本沉寂。社区营造是激活社会资本的有效实践形式,因此可以通过社区营造的方式,寻找激活社会资本的契机,激活社会资本中的利他主义动机,并辅以配套的保障机制来保证社会资本持续发挥作用,进而解决社区环境治理的难题。
It is an important task to govern environment for transformed community,but due to the characteristics of transformed community,environment governance should not only rely on market or administrative approach.Govern the environment of community should make full use of its advantages to active the social capitals integrating resources in the life community.However,the three elements keep social capitals dormant,which are the collective idea with"public interests are subject to personal interests",the thought of depending on government,and the narrow utilitarianism.Community building is an effective forms of practice to active social capital,thus,the approaches include finding the opportunities of activating social capital,activating the residents’altruism,and forming the mechanism to guarantee social capital work.
