摘要
能力验证是评价检验检测机构检验能力的重要方法,该文以重庆市认证认可协会近10年组织实施能力验证工作情况为例,提出能力验证工作在组织层面和技术层面存在的问题,组织层面主要存在覆盖领域不全、参数变化小、组织者较多、参与者主动性低、结果的利用不够充分等问题,技术层面主要存在对作业指导书理解不到位、技术人员责任心不强、检测人员专业技术知识薄弱等问题。通过总结研究与实践提出相应的对策。其中技术层面的对策按照能力验证参与者的操作思路提出系统性对策。
Capability verification is an important method to evaluate the inspection capability of inspection and testing institutions,This article takes the Chongqing Certification and Accreditation Association for the past 10 years of organization and implementation of capacity verification as an example,putting forward the problems of proficiency testing at the organizational level and technical level.At the organizational level,there are problems such as incomplete coverage,small parameter changes,many organizers,low participant initiative,and insufficient use of results.At the technical level,there are mainlys problems that the understanding of the operation instructions is not in place,the technical staff has a weak sense of responsibility,and the professional technical knowledge of the testing personnel is weak.Put forward corresponding countermeasures through summary research.Among them,countermeasures at the technical systematic countermeasures according to the operation ideas of the proficiency test participants.
