摘要
本文基于叙事式政策框架理论(Narrative Policy Framework,NPF),对我国台湾地区两个对立的核能政策倡议团体在Facebook上的叙事行为进行研究,探讨不同政策倡议团体如何通过政策叙事来影响公众的政策偏好。研究选取的分析主体是"核能流言终结者"和"绿色公民行动联盟"两个倡议团体,分析对象是这两个团体在Facebook上发布的贴文,样本截取时间段涵盖了"以核养绿公投"自提案至结束的全过程。研究发现,在核能议题下,两个团体十分注重对叙事角色的构建和己方政策偏好的阐释;政策目的获得成功的倡议团体会发布更多的"英雄叙事",并将自己描述为影响政策过程的英雄;失败的倡议团体则发布更多的"恶棍叙事",并将矛头指向对立团体。总体来说,对立的核能政策倡议团体在Facebook的叙事行为有着较为显著的差异。
Based on the Narrative Policy Framework(NPF)theory,this paper makes a detailed study of the narrative behavior of two opposing nuclear policy advocacy groups on Facebook in Taiwan to explore how different policy advocacy groups influence citizens’policy preferences through policy narrative.The analysis subject in the study is the"Nuclear Energy Rumor Terminator"and the"Green Citizen Action Alliance",the two advocacy groups,while the analysis object is the posts posted on Facebook by these two groups with the time period of the intercepted post covering the whole process from the proposal to the completion of"The Referendum of Keeping Green by Nuclear Energy".The findings show that under the topic of nuclear energy,both groups attach great importance to the construction of narrative roles and the interpretation of their own policy preferences.The successful advocacy groups would publish more heroic narratives and describe themselves as heroes that affect the policy process,whereas the failing advocacy groups would release more villain narratives and point at the opposing groups.In general,the narrative behavior of opposing policy advocacy groups on Facebook is significantly different.
