摘要
总体国家安全观创造性提出十年以来,我国国家安全法治体系建设取得了一系列历史性成就,逐步走向法治理念科学化、法律法规体系完善化、工作实施法治化、法治保障范围全面化的道路,发挥了法治维护和塑造国家安全的保障功能。然而,国家安全法治理论研究难以为法治实践提供充分支撑,国家安全法治体系建设仍然存在法律法规体系衔接不密、实施机制规定不细、监督效果有待优化等问题。职是之故,新征程亟待准确把握总体国家安全观核心要义,深入吃透习近平法治思想的国家安全蕴含,推进中国式现代化国家安全法治体系建设。具体而言,需要注重国家安全法律法规体系的科学完整,细化国家安全工作的监督规范,推进国家安全法治实施的高效运转,走出一条中国特色国家安全法治道路,助推国家安全体系和能力现代化。
Over the past decade,since the proposal of a holistic approach to national security,the Party Central Committee of China has attached great importance to the construction of national security and the rule of law.Our country has achieved a series of historic accomplishments in the construction of the national security rule of law,gradually moving towards the scientific nature of the rule of law concepts,the completeness of the legal system,the implementation of work in a legal manner,and the comprehensive coverage of legal safeguards,playing a role in safeguarding and shaping national security through the rule of law.However,the theoretical research on national security rule of law poses a challenge to providing comprehensive support for rule of law practices,and issues still exist in the construction of the national security rule of law,such as lack of alignment in legal systems,vague implementation mechanisms,and the need for optimization of supervisory effects.Therefore,the new journey urgently requires an accurate grasp of the core essence of a holistic approach to national security,a deep understanding of the national security implications of Xi Jinping’s rule of law thinking,and the promotion of the construction of a Chinese-style modern national security rule of law system.Specifically,it is necessary to focus on the scientific completeness of the national security legal system,detail the supervisory norms of national security work,promote the efficient operation of national security rule of law implementation,embark on a Chinese characteristic national security rule of law path,and assist in the modernization of national security governance capacity and governance system.
