摘要
近年来地方新型智库建设在能力水平、体系建设和影响力方面都有新进展,但因存在以事业型体制为主影响智库多元多类的体系化建设、决策需求与智库服务供给精准匹配度低、智库数字化建设滞后、智库统筹管理与协同发展机制均显不足、交流合作不足导致国际影响力不高等问题。需要从全面发挥不同属性智库组织机构的功能、着重强化智库精准服务地方发展需求的目标导向、积极搭建实现资源互联与谋断结合的数字化智库平台、加强国内智库间的协同合作与互促交流、以项目合作与体系化传播增强地方智库国际影响力等方面系统提升智库建设能力,实现地方新型智库的高质量发展。
In recent years,the construction of new local think tanks has made outstanding achievements in terms of capacity level,system construction,and influence.However,they are facing with many problems such as institutional constraints on the multi-type and systematic construction of thinktanks,the low precision matching degree between decision-making needs and the supply of think tank services,the lagging digital construction of think tanks,the insufficient coordination management and collaborative development mechanism of think tanks,and insufficient communication and cooperation have led to low international influence.It is necessary to systematically enhance the construction capacity of think tanks by fully leveraging the functions of think tank organizations with different attributes,emphasizing the goal orientation of accurately serving local development needs,actively building a digital think tank platform that combines resource interconnection and decision-making,strengthening collaborative cooperation and mutual promotion among domestic think tanks,and enhancing the international influence of local think tanks through project cooperation and systematic dissemination,To achieve high-quality development of new local think tanks.
