摘要
大数据时代,网络舆情就是现实问题的镜像反映,提高政府网络舆情管理能力是实现国家治理能力和治理体系现代化的必经之路。网络舆情在大数据时代呈现出的流变性给网络舆情管理带来了全新挑战,将大数据作为一种数据观转化为工具观是直面挑战的题中应有之义。大数据能助力舆情管理由事后处置转向事前预测,实现"防火式"管理;能助力舆情管理由抽样调查转向全样本分析,实现"引流式"管理。同时也面临着技术尚待突破、体制尚待健全、能力尚待提高的现实缺憾。要把准大数据时代发展的脉搏,按照"技术优先、体制保障、能力护航"的理念,构建集研判、疏导、管理"三位一体"的完善机制,维护网络空间的和谐与稳定。
In the era of big data,network public opinion is a mirror reflection of real problems.Improving the capacity of the government in network public opinion management is a indispensable way to modernize the country’s governance capacity and governance system.The volatile nature of online public opinion in the era of big data has brought new challenges to the management of online public opinion.It is necessary to turn big data as a data perspective into a tool perspective.Big data can help public opinion management shift from ex post disposal to forecasting and realize"fire prevention"management;it can help public opinion management shift from sampling survey to full sample analysis and realize"drainage"management.At the same time,it is also facing the reality of technological breakthroughs,systems to be improved,and capabilities to be improved.We should take the pulse of prospective development of big data era,according to"priority technology,institutional support,capacity convoy,"the guidance of the concept,build the"Trinity"mechanism of"judgments,counseling,management",and maintain harmony and stability in cyberspace.
